There is sort of a cargo cult capitalist-influenced idea that the more science is competitive about money the better it works. So there is a sort of winner-takes-all system in grant agencies – and in turn there is more shameless plagiarism from marginal cases than you’d want or expect. Even unambitious me was victim to it once. In practice, everybody wants open science for everybody else, but strict embargos on their own stuff.
